    Each of the 13 states were national entities under Articles of Confederation. The Constitution did not require a 100% vote to be adopted. RI could have withdrawn from the US if she so desired.

    Not much. The Constitutional had already technically gone into effect with ratification by New Hampshire, although the union would not have been practical without the ratifications by New York and Virginia shortly thereafter. Rhode Island wasn't essential to the union for demographic or geographic reasons. It could have remained independent, but I don't see that as a lasting situation given its size, location and the advantages of being within the U.S. trading system.

    Then you would ratify the system which logically created the government and economy we now have?
