    California, New York, Illinois, etc. likely losers in Congressional reapportionment, while Texas gains THREE:

    New Hampshire Union Leader

    "The loss of a seat in California would be the first since statehood in 1850."

    Those states are losers any way you look at it. I would also add NJ to the loser list.
