We find that the scripture shows us that it did occur, but how can a Christian tell if 'Speaking in Tongues' is being given by the Holy Spirit or it has come by a false spirit. Just because a person starts to mutter, mumble or shout unknown 'words' doesn't necessarily mean that they are being given them by the Holy Spirit. People with dementia, or drunks and the insane mumble and shout unknown words, are they being given spiritual gifts of speaking in tongues. Of course not, so how can one tell if the source is from the Holy Spirit, or from another origin.

There are many references to speaking in tongues in the Bible, and we find the most about tongues are Acts 2 and I Corinthians 12-14. Now, you have to understand that at the time there were Jews and non-Jews who came to Jerusalem and from nearby regions who spoke another languages. To communicate with others with different languages, the early Christians needed to have been given a gift so they could understand the Gospel, and the scripture clearly shows that happening. There are many times being able to speak to others in their own tongue or language was very important as we see in the instance when Paul addressed the Jews to give them a understanding of who he was.

    Acts 22
1 Men, brethren, and fathers, hear ye my defence which I make now unto you.
2 (And when they heard that he spake in the Hebrew tongue to them, they kept the more silence: and he saith,)
3 I am verily a man which am a Jew, born in Tarsus, a city in Cilicia, yet brought up in this city at the feet of Gamaliel, and taught according to the perfect manner of the law of the fathers, and was zealous toward God, as ye all are this day.

Now in Acts 2 when the Apostles speak in tongues it makes if very clear why and what they were speaking.

    Acts 2
1 And when the day of Pentecost was fully come, they were all with one accord in one place.
2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
5 And there were dwelling at Jerusalem Jews, devout men, out of every nation under heaven.

The key part here is there were coming to Jerusalem, 'Jews, devout men, out of every nation under heaven.' We clearly see the purpose and the actual use of speaking in tongues, it was not just babbling or muttering of foolish nonsense, it had a specific purpose and directed for the understanding of those from other languages and lands, as they heard 'speak in our tongues the wonderful works of God.'

6 Now when this was noised abroad, the multitude came together, and were confounded, because that every man heard them speak in his own language.
7 And they were all amazed and marvelled, saying one to another, Behold, are not all these which speak Galilaeans?
8 And how hear we every man in our own tongue, wherein we were born?
9 Parthians, and Medes, and Elamites, and the dwellers in Mesopotamia, and in Judaea, and Cappadocia, in Pontus, and Asia,
10 Phrygia, and Pamphylia, in Egypt, and in the parts of Libya about Cyrene, and strangers of Rome, Jews and proselytes,
11 Cretes and Arabians, we do hear them speak in our tongues the wonderful works of God.

So speaking nonsensical words and utterances with no one to understand or for no practical reason, is it spiritually the same as the speaking in tongues given to the apostles and the early church.

Keep in mind it happened in the early church, the deception of Montanism known by its adherents as the 'New Prophecy', and its followers claimed the inspiration of the Holy Spirit. They spoke in ecstatic visions and utterances and claimed they received the prophetic gift from the prophets. It originated in Phrygia, and spread rapidly to other regions in the Roman Empire and persisted in some isolated places into the 6th century. It was a false speaking in tongues, and was recognized as such, yet spread everywhere and fooled many Christians till it was stamped out.

If you have to ask if someone real is speaking in tongues is, it's not. If it were real, you wouldn't have to ask.

Since that gift ceased, is a moot point!

Well, the problem is, who makes that determination. Scripture, on the other hand, is sure and teaches us that tongues are genuine languages. They are not meaningless sounds, or ecstatic gibberish. Look at what scripture says.

    1 Corinthians 14:26-27
26 How is it then, brethren? when ye come together, every one of you hath a psalm, hath a doctrine, hath a tongue, hath a revelation, hath an interpretation. Let all things be done unto edifying.
27 If any man speak in an unknown tongue, let it be by two, or at the most by three, and that by course; and let one interpret.

You see what it says, 'Let all things be done unto edifying.... and let one interpret'. As anyone can 'claim' they are speaking in tongues, but if it is not to edify and for understanding, then it can be false or of a unholy source....

Tongues in the book of Acts were real languages given by God to be able to understand and speak forth the message God had concerning the Lord Jesus as messiah!
So IF still for today, must be a known and real language, that the speaker would be using to praise God and exalt Jesus Christ, and there Must be someone to interpret what was said!

Exactly, what would be the sense of speaking gibberish that could not edify the church, that no one could understand.

This study really shows why there is a problem...."
First, the true gift of tongues is a normal language, spoken somewhere on earth, but not learned by the linguistic processes by which we ordinarily learn languages; yet it is clearly understandable by anyone who would happen to speak that language. It is not some unknown tongue in the sense that it is different from any language spoken on earth. It is spoken somewhere on earth, if it is the true gift of tongues. This rules out all gibberish, stammering, stuttering, or repetitious sounds. And, right at this point, much of what passes for tongues today fails.

I have attended scores of meetings where so-called tongues have been in evidence and very frequently it is an ecstatic, almost hysterical repetition of syllables over and over again. Sometimes it is the same syllable repeated endlessly in a continual jabbering. This is clearly not the Biblical gift of tongues. A meaningless jumble of incoherent syllables is not the true gift of tongues, for the Biblical gift of tongues is a gift of languages, known languages. Now, I recognize, to someone who is not acquainted with a language, it is sometimes difficult to tell the difference between gibberish and language. But no known language consists of the same syllable repeated over and over. And there is no question, if we take the Bible for what it says, that the Biblical gift was a language.

The second aspect of the true gift was that even if it were a known language, it must consist of praise and thanksgiving to God. It is addressed to God and not to man, for Paul specifically says, "He that speaks in a tongue speaks not to man but to God," (1 Corinthians 14:2). There are never any tongues in Scripture except this. Tongues are never used for preaching, or exhortation, or prediction in the Scriptures. It is invariably praise and thanksgiving to God.

Here again the present manifestation is seen to be largely false, for wherever an interpretation is given it is usually some exhortation addressed to those present. Those of you who heard the recent television broadcast on the subject of glossolalia saw the program introduced by what was evidently a film of a meeting where they were allegedly speaking in tongues. I listened very carefully to that manifestation and to the supposed interpretation which followed, and the interpretation was an exhortation to the people present to receive the gift of speaking in tongues and a description of the blessing that would be theirs if they did. I knew when I heard the interpretation that this was not the true gift of tongues for the true gift is never addressed to man; it is addressed to God, and God does not exhort himself to speak in tongues. The true gift of tongues is praise and thanksgiving for the marvelous works of God, addressed to God. Every manifestation of tongues in the Bible in which the characteristic of it is given to us is always of this type.

The third mark of the true gift is that it must be publicly exercised as a sign to unbelievers, for again Paul specifically says that tongues are not a sign for believers but for unbelievers. On the day of Pentecost this is exactly the purpose they fulfilled. Though they were addressed to God, they arrested the attention of the unbelievers who were present in the public place, and became a sign to them. I believe it took place in the temple courts. The crowd regarded it as highly unusual, and a proof that God was at work."...Message: The False Gift of Tongues (1 Corinthians 12, 14)

This is an excellent clarification. Do you personally believe that there are people that can truly speak in tongues today?

Not the norm for today, as not needed since we now have the completed canon, but the Lord could still do that in say foreign missions areas where just establishing Gospel and Jesus now!

There is not a need as we literally have a online translators for almost any tongue, so there is a dilemma for all these people thinking they have to speak in tongue.

What we have is what we are told in Acts...

Acts 2:16-18 King James Version (KJV)
    16 But this is that which was spoken by the prophet Joel;
17 And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
18 And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:

We saw the early and now comes the latter rain....

    James 5:7
Be patient therefore, brethren, unto the coming of the Lord. Behold, the husbandman waiteth for the precious fruit of the earth, and hath long patience for it, until he receive the early and latter rain.

it was a sign gift for Jews. does it go on today? charismatics say yes.

But charismatic theology doesn't realize that the book of Acts is an inspired historical narrative of the transference of believers from the Old Covenant to the New.

Tongues were a stamp of approval from God that the Apostles and disciples of Jesus the Son of God were sent from God the Father.

the Church being well established tongues disappeared.

But if they settled still locked on traditions not of God, there is still much fullness of truth to be seen and heard for many, and so the Spirit will be poured out at the end.

the Spirit IS BEING POURED OUT. You and I are the evidence.

Something impossible for the world the flesh or the devil to mimic is THE FRUIT OF THE SPIRIT
which is love, joy, peace, longsuffering, gentleness, goodness, faith, meekness and self control.

the LORD gave me a new tongue of praise and prayer and no longer cursing and vileness,

In 5 decades of being Christian and visiting many different churches (including Pentecostal) I have never witnessed the gift of speaking in tongues being used.

What I found interesting is if tongue speakers follow the rules in I Cor 14:22-29
