Or, a mandate from the executive branch doesn't apply to the legislative branch? Yeah, semantics, but you can't really say they're exempt when it never applied to them in the first place.

I reckon Pelosi will try to impose a mandate on the legislative branch, not sure how far that will get.

Haven't heard any stories out of the judicial branch.

That makes sense. President Biden can't mandate the vaccine for Congress.

He can't legally mandate for anyone.

True. People can always quit. But he can make vaccinations a condition of employment for federal employees and contractors within the executive branch (The Department of Defense, Department of Agriculture, Department of LaborDepartment of Health and Human Services, Department of Transportation, Department of Energy, Department of Homeland Security, etc.).

The official, speaking on the condition of anonymity, told the Washington Post that the USPS was exempt from the mandate for public workers due to its status as an independent agency of the executive branch.

'USPS has a separate statutory scheme and is traditionally independent of federal personnel actions like this,' the Biden administration official said.

'That said, USPS is strongly encouraged to comply. Also, [the Labor Department's Occupational Safety and Health Administration] will cover USPS through the [emergency temporary standards], meaning that postal workers will be subject to the vaccination or testing policy announced today.'

This means rather than being treated like a federal agency, the USPS would follow the rules of private businesses after Biden ordered workers at companies with more than at least 100 employees to get vaccinated or tested weekly.

The White House issued a clarification late Thursday after the Washington Post, citing an official, reported USPS workers were not required to get the shot and were only being “strongly encouraged” to do so.

USPS workers will be subject to COVID-19 vaccine mandate

Vaccine or testing weekly. Where other federal employees are being told get the shot or adios.

    Yep.

USPS has a separate statutory scheme and is traditionally independent of federal personnel actions.

(There is also a Postal Union, something foreign to most federal agencies).

Most federal agencies, besides the uniformed armed forces of course, have unions. Their power/influence seems to vary by a great degree from agency to agency, but they're there.

The AFGE 1770 is present at the hospital my wife works at, and they seem to be quite powerful. The Old Hickory Chapter of the Association of Civilian Technicians represents people where I'm employed, and they seem to be barely hanging on.

Interesting. I knew the DOE used a lot of federal contractors that are union but was unaware federal employees actually had a union.
