    Just because a country offers aid to the United States does not qualify it as a friend of the USA.

    Indeed.
    Ofcourse if it doesn't offer aid without a good explanation, that would be an indicator.

    A good way to keep your enemy off guard is to be friendly and offer help. Everyone who offers help and acts friendly is not a friend.

    And I tho't everyone hated Yankees ...

    I must admit, I am surprised. And thankful that countries are responding positively.
