    Not so. 1 Peter 3:15 doesn't rule out those who are hecklers &c. So no, that passage doesn't imply point numbers 1 or 2.

    See 2 Timothy 2:25

    Refraining from answering if it cannot be done with respect lies upon the one answering as being at fault, not the argumentative hecklers.

    Point number 1 is also itself faulty and that excuse isn't found in the text in 1 Peter 3:15. IN fact there is no excuse given for the believer in not answering respectfully. Thus points 1 and 2 from wd are both man made and fallacious ideologies not founded in Scripture. It is nothing but worldy wisdom.
