I need to add that the context of the passage this is found in is the activity of public worship. It contrasts the pagan worship conventions with what is acceptable to God. Apples and oranges comparison.

This is to contrast the common practise of that day that women were priestesses and temple prostitutes... and dressed in a lewd manner... Paul was urging Christians to avoid worshipping as the heathens did.

It is all about standing out as Christians. If they were in bathing suit or the common "temple garb" of that day I could agree with you, but jeans and a shirt or a dress which fits properly is not immodest.

Have you looked at the covers on the secular stuff out there? Now, that is immodest.

 

The word here rendered “modest” (κόσμιος kosmios), properly relates to ornament, or decoration, and means that which is “well-ordered, decorous, becoming.” It does not, properly, mean modest in the sense of being opposed to that which is immodest, or which tends to excite improper passions and desires, but that which is becoming or appropriate. The apostle does not positively specify what this would be,

 

There's nothing inherently lewd about the female figure, especially if it's simply a tasteful picture of the artist for the album cover. Is it the female form that is objected to, or the manner in which it's portrayed on these album covers?
