What say you? there are some good things in this
but it needs funding and lets not play around
lets actually put some resources to it.

    I like this about it

    1. Tamper resistant social security
    2. Jobs must be offered to Americans first
    3. 2years here and 1 year home of nation
    4. Non adherance carries consequences

but the key is funding if it is not funded
those guest workers would just stay anyway.

If not funded and enforced it is a sham.imho
    Needs more border language imho

I guess I will claim ignorance here. What is a guest worker program? Don't we already have that? OR is this just another fancy way for the GOP to try and sell us amnesty for illegals?

Well I guess I better link it:)

here is the Houston Chronicle article

    http://www.chron.com/cs/CDA/ssistory.mpl/nation/3273559

    http://www.fairus.org/Media/Media.cfm?ID=2729&c=34

    http://www.fairus.org/Media/Media.cfm?ID=2698&c=34

also would include the hiring of 10,000 additional
border agents..good but need to think outside
the box and perhaps hold military peace time
maneuvers at least once a year to actually secure
the border...30,000 soldiers in coordination with
Mexican forces to actually secure the border for
one day...actually show the American people it
    can be done.

Again it means taxpayers dollars but taxpayers
usually want investment in something they believe
    in strongly.

It is an interesting idea. A few thoughts:

How are you going to enforce that fine of $2000 a year on illegal immigrants who more than likely don't make that much money since they are willing to break the law and work for less money than most Americans just to live here? What if they don't pay up?

This sounds good on the surface. But, why would an illegal care about a guest worker program when they are here illegally? Does this mean that they would be deported and that they won't be allowed back in for 10 years? Exactly, how does this work in enforcement of the law?

This is good. But, the million dollar question is are they going to enforce the law on everyone, and not just a favorite target like Wal-Mart and Tyson Plant? Supposedly, right now, it is illegal to hire illegal aliens...wink, wink. That law is rarely enforced, or else we wouldn't be discussing this today.

The theory sounds good, but I would like to know more about the practice.
