    I didn't know each state could decide this. If that's true, and I now assume it is, then work within each state to proportion it out. No need to change the constitution, just leave it alone and approach at the state level.

    Not likely to happen.

    The 39 least populous states are not likely to voluntarily diminish their role in electing a President any more than it already is.
