    It's a catchy title for an article, but misleading. It implies that Haggard might have stayed on if he'd prepared a little more cunningly for the day when he might be found out.

    In fact, "Haggard's rules" were just plain old church government, and the responsible people addressed the minister's failure in a clear and appropriate manner. Nothing noteworthy, except that they did their jobs commendably.
