Third and finally, counterterrorism experts in the Administration now admit that al-Qaeda has rebuilt its “operating capabilities to a level unseen since the months before Sept. 11, 2001.” This is the most astonishing report of all, for what it means that almost six years since the attacks of 9/11 - and over four years since we launched a war in Iraq that the Bush Administration has long insisted is essential to the war on terror - al Qaeda is stronger than ever before.

The terrorists have looked down the barrels of the guns of the mightiest power this world has ever seen and have grown stronger in the face of our onslaught. Is this what we are fighting for? Is this what all our blood and dollars have bought us? Not peace and security, but an emboldened and ever stronger enemy?
