    1. I would either stop linking the Reserve/Guard budget to manning, or allow them to recruit ~5% or so over strength, or based on projected losses like active duty does. Currently the part time forces hangs on to substandard people because they are afraid of losing funding.

    2. Find a system that rewards smart use of budget and other resources (ammo). Get rid of the "use it or lose system that ends with so much money and ammo being wasted because "if we don't use it all this year we won't get the same amount next year."

    3. Gender dysphoria would be an automatic ban to military service.

    I was not aware of that

    I worked at MATCOM-EUR supply center (Europe wide) I was the manage for Light Tactical vesicle Pema - Part of the job was to estimate usage for the next 5 years. ---- So possibly - funding could somehow be available on a 5 year cycle.
    Years ago, I read in Readers Digest - in the military page - A section needed 1,500 copies - at the printing shop the supervisor asked if he could get by with 300 copies - (this being 25 Sep) - (and in the old days of mimeograph machines) The requester stated that the major cost was preparing the master - and that economy wise it would be better tt make all 1,500, The supervisor stated "We cannot afford to economize" (True Story)

    1- End up or out policy
    2- Add 3 additional jr enlisted ranks
    That way you can promote individual - without be required to have too much authority.
    (this would have to be done with suport of DOD
    3) All personnel in pay grade E-3 and below would be required to maintain a barracks space

    Convert Spec4s to Corporals. They should be the equals to PO3s. The same could be said for Senior Airmen make them NCOs
