    Completely impossible to enforce. It's a waste of paper and time.

    This is what happens when 50-60 year old legislators try to understand something as complex and nuanced as Internet.

    In my experience when someone is doing something weird like this there is an agenda they are not telling you about. I wonder what the real motivation is.
