This O.P. Gifts for the Rebellious and Bible Quote
"Thou hast ascended on high, thou hast led captivity captive:
    Thou hast received gifts for men;
Yea, for the rebellious also, that the Lord GOD might dwell among them.
    - Psalms 68:18"

are implied to regard "gifts" given to SAVED SOULS, in spite of them being "rebelious".

The above quote is speaking of SAVED SOULS who are subsequently plagued with the reminder of their "rebellious" sin nature that remains, after Salvation, which "wars against the Spirit".

I was, however, STRUCK with the "gifts" and their being said to be given to the "rebellious".

Yes, "The Goodness of God Leads to Repentance", in the Saved Soul.

I want to note something very important that is related to the LOST REBEL.

And that is that NO GIFT of Jesus Christ is Offered to the Non-Repentant Rebel.

Speaking regarding LOST SOULS, there is No Salvation, without REPENTANCE.

Folks sometimes "look for CONDITIONS of SALVATION" and that is,
Biblically Speaking, "Bring Forth Fruits meet (or Fitting to show) for REPENTANCE."

THIS IS ANOTHER FALSE GOSPEL: " Hi, you have your Fleshly Sword of Carnal Rebellion
aimed squarely between Jesus' Eyes, and are desiring and demanding to "not go to hell',
"Avoid the 666", "not get Left Behind, etc.,

so I am here to "OFFER YOU JESUS CHRIST as a GIFT".........

    However:

True Spiritual Repentance always accompanies True Faith,
to which is promised the Free Forgiveness of sin
through the Merits of Jesus Christ.

There is NO GIFT of JESUS
    OFFERED to The Non-Repentant Rebel.

    ...

Repentance; MENTAL ONLY, God's 'Repentance', AND TRUE SPIRITUAL REPENTANCE.
    Adapted from ATS Bible Dictionary

    MENTAL ONLY;
A change of mind, accompanied with regret and sorrow for something done, and an earnest wish that it was undone. Such was the repentance of Juda, Matthew 27:3; New King James Version
Then Judas, His betrayer, seeing that He had been condemned, was remorseful and brought back the thirty pieces of silver to the chief priests and elders,

and so it is said that Esau found "no place of repentance" in his father Isaac, although he sought it with tears, Hebrews 12:17; King James Bible
For ye know how that afterward, when he would have inherited the blessing, he was rejected: for he found no place of repentance, though he sought it carefully with tears.

that is, Isaac would not change what he had done, and revoke the blessing given to Jacob, Genesis 27:1-46.

    God's 'Repentance'
God is sometimes said to "repent" of something he had done, Genesis 6:6 Jonah 3:9,10; not that he could wish it undone, but that in his providence such a change of course took place as among men would be ascribed to a change of mind.

    TRUE SPIRITUAL REPENTANCE
    But the true gospel repentance,
or "repentance unto life," is sorrow for sin,
grief for having committed it, and a turning away from it with abhorrence,
    accompanied with sincere endeavors,

in reliance on God's grace and the influences of the Holy Spirit,
to live in humble and holy obedience to the commands and will of God.

This is that repentance that always accompanies true faith,
and to which is promised the free forgiveness of sin
through the merits of Jesus Christ,

    Matthew 4:17 King James Bible
From that time Jesus began to preach, and to say,
    Repent:

for the kingdom of heaven is at hand.

    Acts 3:19
    King James Bible
Repent ye therefore, and be converted,
that your sins may be blotted out,
    when the times of refreshing shall come from the presence of the Lord;

    11:18 King James Bible
When they heard these things, they held their peace, and glorified God,
saying, Then hath God also to the Gentiles granted
    repentance unto life.

    20:21; King James Bible
Testifying both to the Jews, and also to the Greeks,
    repentance toward God,
and faith toward our Lord Jesus Christ.

LOL, did God demonstrate His love by dying for us while we were yet sinners? The biblical illiteracy of Falselogy advocates is mind boggling.

    LOL

False Claim = No gift is offered to the none repentant.

Scriptural Truth = God died for sinful humanity, while yet sinners. Romans 5:8

News flash, offering salvation as a gift is not the same action as giving the gift of salvation to those of God's choosing.

    Common grace

Wayne Grudem: “Common grace is the grace of God by which he gives people innumerable blessings that are not part of salvation.”

John Frame: “Common grace is God’s favor and gifts given to those who will not be finally saved.”

John Murray: “[Common grace is] every favour of whatever kind or degree, falling short of salvation, which this undeserving and sin-cursed world enjoys from the hand of God.”

John Bolt: “The doctrine of common grace is based on the conviction that prior to, and to a certain extent independent of, the particular sovereignty of divine grace in redemption, there is a universal divine sovereignty in creation and providence, restraining the effects of sin and bestowing general gifts on all people, thus making human society and culture possible even among the unredeemed.”

Louis Berkof: “…when we speak of ‘common grace,’ we have in mind, either (a) those general operations of the Holy Spirit whereby He, without renewing the heart, exercises such a moral influence on man through his general or special revelation, that sin is restrained, order is maintained in social life, and civil righteousness is promoted; or (b) those general blessings, such as rain and sunshine, food and drink, clothing and shelter, which God imparts to all men indiscriminately where and in what measure it seems good to him.

    Ephesians 2:1-3 [NASB95]
And you were dead in your trespasses and sins, in which you formerly walked according to the course of this world, according to the prince of the power of the air, of the spirit that is now working in the sons of disobedience. Among them we too all formerly lived in the lusts of our flesh, indulging the desires of the flesh and of the mind, and were by nature children of wrath, even as the rest.

Did God have a gift for THESE rebellious people?
    The next verses say YES:

    Ephesians 2:4-5 [NASB95]
But God, being rich in mercy, because of His great love with which He loved us, even when we were dead in our transgressions, made us alive together with Christ (by grace you have been saved),

So, in my opinion, God has some gifts for all rebellious men (the sun shines on all) and a specific gift for “whosoever believes” from among a rebellious race of men.

The repentance always precedes the belief in the required truth. No exceptions.
