The day after the United Nations voted to recognize the People’s Republic of China, then–California Governor Ronald Reagan phoned President Richard Nixon at the White House and vented his frustration at the delegates who had sided against the United States. “Last night, I tell you, to watch that thing on television as I did,” Reagan said. “Yeah,” Nixon interjected. Reagan forged ahead with his complaint: “To see those, those monkeys from those African countries—damn them, they’re still uncomfortable wearing shoes!” Nixon gave a huge laugh

Ronald Reagan's Long-Hidden Racist Conversation With Richard Nixon

I'm sure he had 'many black friends',could list policies he pushed or supported to support blacks bla bla.... all mask his racism

Nixon took it in stride which means this was one racist to another chit chat.

    .....
as a Reagan biographer and historian, one who has published eight books and countless articles on the man, I’ve been asked to respond. What to make of this? How to interpret it?
To begin with, I personally cannot defend that statement. It needs to be condemned, certainly as written.

It’s very important to know, however, that Ronald Reagan was not a racist. This is the only — and I mean only — statement that I’ve ever read from him like this (and I’ve read just about everything). It’s so out of the norm that I find it hard to believe. Unlike nasty statements from the likes of LBJ and Harry Truman and Woodrow Wilson or even from Hillary Clinton (who jokes of Cory Booker and Eric Holder: “I know, they all look alike”) and Bill Clinton.

Naftali himself concedes, “Reagan’s racism appears to be documented only once on the Nixon tapes, and never in his own diaries.”

Why did Ronald utter this on this one occasion, which was completely out of character for him amid a very public life in which we have billions of on-the-record words from him, including thousands of private letters? Naftali says that Reagan was angry and frustrated in this instance, and thus expressed himself in a way that was insensitive and offensive. He says that Reagan “vented his frustration at the [African UN] delegates who had sided against the United States.”

I can’t say that I fully agree with that interpretation. I’ve carefully listened to the audio multiple times. Reagan doesn’t sound angry at all. It sounds like he might be mocking a racist stereotype. I honestly can’t tell for certain. Given that Reagan never spoke this way, and didn’t think this way, one ought to be inclined to give him the benefit of the doubt. (Click and listen for yourself. The comment comes around the halfway point of a 12-minute conversation.)

To repeat, Ronald Reagan was absolutely no racist. This can be demonstrated at length in actions and statements literally from the time of his childhood. There are so many actions and statements that I’ve considered doing a book on Reagan and race, simply to show how unusual he was for his times — i.e., there wasn’t a racist bone in his body. I have a box, stuffed with folders, labeled “Reagan and race.” It’s loaded with examples that show Reagan to have been completely against racial prejudice and highly supportive of black Americans and their struggles, especially black actors in Hollywood when he ran the Screen Actors Guild. The problem, frankly, with responding to charges like this in a single article is that you just can’t begin to sufficiently respond, especially when the jury is packed with emotional liberals who want to see a racist under every Republican bed.

Why Ukraine? Wouldn't Russia, China, North Korea, Cuba, or Iran be more likely sources?

Marty, I have been a software engineer/architect all my career life so far in both the military and civilian sector and have been deeply involved with data fraud and detection and have written prevention and detection software to that end.

The Ukraine seems to be the data fraud capital of the world,

Two Ukrainian Nationals Indicted in Computer Hacking and Securities Fraud Scheme Targeting U.S. Securities and Exchange Commission

But it is true indeed that there are other communist nations working in Kiev.

They can come to you through your email, even the email of a loved (infected) one, plop a stealth app onto your system drive then stay on your drive through a tapeworm disguised as a Microsoft app absorbing your data reading ALL the keys you type on your keyboard, scan all your email and all your files anytime your system is on, capture your screen any time it changes and eventually victimize you by emptying your bank accounts overnight into their own.
Or perhaps logging into your 401K account and transferring it to a European account in their name.

Pay the big bucks to sanitize yourself.

Chances are your thief will be Ukrainian.

So I love my work. Though I have one regret.

My regrets are not only for the victims but for the some of the perps as well. Especially American thieves.

One man we caught committing fraud was an insurance agent (American) stealing big bucks from his company and their customers.

He was convicted and sent to prison. He is a family man with children.

    I was very unhappy.
    Take care.

The entire point of that article is to tarnish Trump with what is wrongly assumed about Reagan's remarks and presumably seen in Nixon's attitude. That it is no evidence at all matters not at all to those predisposed to the message.

This is an OLD DECEPTION - Suddenly out of the blue comes an audio or a text document giving evidence of a crime committed by a person like Reagan is brought forth which is a complete fabrication especially now when technology can be used in mimicry.

Here is what happen to Dan Rather when he falsely slandered Bush W AND WAS CAUGHT.
CBS apologises for 'mistaken' story of Bush's military service

One of the first things we look into in the case of an old libel or slander document is

WHERE WAS THIS DOCUMENT FOR 20 YEARS?

The standard answer is usually - We can't say we have to protect our source or its anonymous but credible.

Which makes the evidence at best HEARSAY - INADMISSIBLE IN COURT.

That's a racist excuse for Reagan.

He was angry, frustrated bla bla. It was offensive, insensitive...it was everything but racist. Maybe this racist apologist should tell us what a racist statement is since this is not it.

The gist of his argument is that it was isolated. Let's ask. As his historian, has he ever come across this? If he did, what did he make of it? Did he include it in his biographies? If not, why does he pretend to be sufficiently knowledgeable about Reagan?

Anger, frustration bla bla never makes nobody racist, they just bring out the racist in you

Try forgetting about appealing to yourself as an authority for a second.

Forget about the provenance of this audio.

    Is it racist?

You posted the obviously racist article linked in the OP, not me. It wasn't aimed at Reagan but at Trump. The author's impressions of Reagan and Nixon are just a means to try to taint the clear target. So, the answer to your question is that the article is a politically motivated incitation to racism.
