What is to prevent the thugs rorm taking over the city? It will be only the rich or mafia who will run the city and build a bunch of casinos, etc who will profit if the average private citizen is relied upon.

Not getting into the politics of this, but noticed 2 things.

    Wasn't NO an important harbour?
The federal government will probably want to fund the rebuilding of those facilities.

Also talking as somebody from a country half of which is below sealevel some here clearly overestimate the problems of having cities build below sealevel.

New Orleans is an important harbor but Baton Rouge may take up the slack. I believe that in some places the docks may be Federal property.

The Netherlands has nowhere to go, New Orleans does.

That's not completely true, there is a long Dutch tradition of going out and stealing land that isn't exactly theirs.
Either by conquering places like Indonesia or by carving a chunks of land out of the Sea.

I meant that The Netherlands has nowhere to go but by carving a chunks of land out of the Sea. New Orleans does!

Wasn't it New Orleans which had problems with the police years ago?

Well not if you have anything to do with it.
Move the harbour facilities to Baton Rouge, move the population to God knows where and the ruins of NO remain behind as a semi-submerged ghosttown.

You are mistaken. Part of New Orleans is above sea level.
