    Hello Mitchell,

It means..being right in Gods eyes..through faith in the gospel of God because of what Christ has done.

The context starts in verse 5. Paul contrast the Law and works in verse 5 with faith in the verse that follow.

In you verses the order is changed from "confess, believe in verse 9 to believe, confess in verse 10" showing that both are linked as one in righteousness. These would be in contrast to what is seen in verse 5 the law and works bring righteousness, which going by Romans 3 where we are told..we all sin and come short and Hebrews...where we are told sacrifice and burnt offerings offered under the law will NEVER take away sin grace is shown as the only hope in becoming right in Gods eyes.

The main point is given in verse 4...

    .

Confess...is to agree with the gospel, that in it is found the only way to become right in Gods eyes

and believe...or place all your trust in....or commit your life unto the gospel of God (Romans 1).
