Agreed, but that doesn't deal with restitution or payment.

I do not think it is meant to outside of Christ.Like in the parable:

23Therefore is the kingdom of heaven likened unto a certain king, which would take account of his servants.

this is about forgivness,,,,,yes....but i think there is never a time when the sinner can pay up...so that is why second death is a final condition
