    So there are 13 apostles?

Revelation 21:14 And the wall of the city had twelve foundations, and in them the names of the twelve apostles of the Lamb.

The above is in reference to (genetic) Israel. "The Twelve" were direct disciples of Jesus who then became Apostles.

Paul was "unique" in that he was "set apart" to do the work
of preaching Pauline Gospel - the mystery which was the revealed to him -
the Gospel of Grace through Faith without "Works" specifically for Gentiles.

    "context, context, context"

No. There are 17 people called "Apostle" in the New Testament. But the word translated "Apostle" is just the Greek word for "messenger." Paul was an apostle, a messenger, to the Gentiles. The 12 were messengers to the Jews. Jesus was called an apostle in Hebrews 3:1.

But it is obvious from a quick reading of Acts that Paul is not the 12th, Matthias is.

Acts 1:26 And they cast their lots, and the lot fell on Matthias. And he was numbered with the eleven apostles.

Acts 2:14 But Peter, standing up with the eleven, raised his voice and said to them, “Men of Judea and all who dwell in Jerusalem, let this be known to you, and heed my words.

Acts 6:2 Then the twelve summoned the multitude of the disciples and said, “It is not desirable that we should leave the word of God and serve tables. (Can't be Paul. He wasn't saved yet.)
