Yes or No. And why yes or why no.

Did He, Jesus have to receive the Holy Spirit from the Father, Before He could shed It forth on anyone else?

Jesus always had the Holy Spirit. He never gave up his divinity.
I am not sure what you mean by "shedding it forth on anyone else."
His ministry began at his baptism when he was 30 years of age, so we would not have used any supernatural powers before that except that of his extraordinary knowledge of the Word and God among the rabbis in the temple when he was just 12 years of age.

jesus did his miracles such as casting out Demons by the power/person of the HS, from His own lips...

Also, he chose to be "limited" while upon the eartrh, by nature of the Incarnation...

he always remainded God while on earth, but did function as a perfect man, always obeying the Will of his father, and exercising 'walking in the Holy Spirit"

The last eleven words KJV of Acts 2:33 He hath shed forth this, which ye now see and hear.
The first six words KJV of Titus 3:6 Which he shed on us abundantly.

Both of these shedding forth is referring to the Holy Spirit.

The last five words KJV of Titus 3:6 states the Holy Spirit is shed on us, "through Jesus Christ our Saviour;"

Does through Jesus in Titus mean he is the middle man in our receiving the Holy Spirit, especially taken in context with what comes before the last eleven words in Acts 2:33 quote, "having received of the Father the promise of the Holy Spirit."?

When Jesus was born of Mary was he born Holy Spirit or was he born as a man child indwelt with the Holy Spirit. When Jesus died on the cross what happened to the the Holy Spirit that indwelt him? Did the Holy Spirit go with his soul to Hades, the realm of the dead? Did the Holy Spirit go with his body to the tomb? Did the Holy Spirit go to the hands of the Father who had beget him? Acts 2:33 having received of the Father the promise of the Holy Spirit.
    From Gal.3:19 Un-till the seed should come to whom the promise was made;

This is the same promise. It was made to Abraham and his seed. It is the promise that through the born seed of Abraham the blessings of Abraham might be given to all the peoples of the earth. Those blessings come through the seed of Abraham who received the the promise from God by obedience of faith.

Gal. 3:22 But the scripture hath concluded all under sin,
    that the promise
    by faith of Jesus Christ
might be given to them that believe.

Gal. 3:14 That the blessing of Abraham might come on the Gentiles
through Jesus Christ; (by way of)
that we might receive (see verse above)
    the promise of the Spirit
through faith. (Because Jesus was obedient unto death
even the death on the cross)
(Thou art my Son this day have I
    begotten you)

By grace are you saved through faith.

Jesus through being raised from the dead by the Holy Spirit Father God was renewed See Titus 3:5 with the Holy Spirit of promise.
