    I did a little research and found out that Google uses IP Geolocation very heavily (Yahoo does not). So AdWord, AdSense, etc., will serve up ads that are local to the person who is visiting (based on your network IP address). So I'm betting that you got the "West Virginia at Risk" ad based on Geolocation, not the Location: WV on the web page.

    How do we know that the toothbrush was invented in West Virginia?
