    What is a marriage covenant?
It's a promise that is made between people (in this case, two spouses) and God. In exchange for the keeping of the promise, God invests the promise with grace, resulting in a covenant.

Is it something that is recognized by the state, by God or by both?
The marital covenant is between the spouses and God. The state is limited to recognizing recognizing the marriage as a contract between two persons.

Does God recognize marriage covenants of the unsaved?
I would think so, since the persons are acting in the spirit God intended in their part of the covenant. Hence, God recognizes the marital covenant of nonchristians.
