what is this pop-up (not a commerical)

    About every 10 minutes a box pop up on my scree:

    and I see this < ttp://csync.loopme.me/?redirect (and another 30 charcaters or so) >

    My options are
    1) Open in External application
    2) Details

    3) or should I just contact AOL?
