The Devil was not created as a sinner so it happened after he was created.

    Thou was perfect
    in thy ways
from the day that thou was created,
till iniquity was found in thee.
    Ezekiel 24:15

    Has Satan ever disobeyed God?

Satan wanted sin in the world. That does not make him a sinner. Satan gets the Lake of Fire just for being thoughtful.

If being the advasary, and bearing false witness is breaking a command, then Satan cannot keep that law. Not sure if Satan is bound by that law. Would still need proof. Satan can only ask God for permission. Is God allowing Satan to do wickedness, considered disobedience? Satan and his angels are kicked out of heaven twice. Sounds like they cannot hold a job well.
