My Dad always said the best time to go is when everything is going good but I say wait until God tell you.

That can be a real problem. In all of the times I resigned which was only three because I was at one church 16 years and one for 8 years and I had one between for 2 1/2 years, I always prayed and ask God what I should do. It is always hard to accept God's will if you are not listening. If you are not listening to God then you ought to be in some other field.

I posted a great article here several years back that may give you some insight into this issue: When Is It Time To Leave?

Great article - but it did not speak of retirement (aka - old age)
I am assisting a friend of mine who is in a church with a pastor - who needs to retire.
He is unable to drive - only preaches for about 15 minutes - most of which is reading a chapter of the Bible
Has been no growth for a number of years, in fact many members have left.
Not to mention - his extremely poor physical condition.

Otherwise - its a very long story.
