Will CA become sanctuary state?

California, the only US state mentioned in Scripture (Song 6:11), is considering a California Senate Bill 54, called the "California Values Act," which would prevent state and local officials from cooperating with federal immigration authorities. I am guessing that there are corporate economic interests involved in keeping the cost of labor low that are the underlying political forces behind the proposed law. The countries losing their young people to the American labor market face long-term decline and the illegal immigrants are trapped in dead-end cheap corporate jobs with little future, in my opinion.

What I do not understand is why local authorities nationwide want to challenge federal law at all on this point?
