    When I watch C-Span - and Congress prepares for a vote - the Speaker announces that the members will be give 15 minutes to vote.

    WHY ?!?!

    By the time the debate is over, a member should know where he stands on the issue.
    The vote should only last about one minute.

    Most of them aren't there. They don't listen to the debate. The 15 min. is to find them, wherever they are, and give them time to get back to vote.

    Then the problem is that they are not in attendance!
    I expect my congressman to be present when the House is in session.

    Good luck with that. I certainly do not know what the situation is each and every time but there are, at times, some good reasons for not being there.

    I have been in attendance in the balcony when Congress was in session and in attendance when the Louisiana state legislature was in session.

    Yes, there are people speaking, explaining, persuading, instructing, and more ...

    ...but some of the members are asleep or reading a newspaper with their feet propped up on their desks or in groups talking loudly or in the bathroom or in meetings, etc....

    It was quite a shock. There is no orderly listening to the person talking or any semblance of propriety.
