    My wild guess is Alexis de Tocqueville. No I did not google the quote, but he had quite an accurate view of what made us tick, even if it was quite a long time ago.

    I'm going to guess the 1870's. The south had no allegiance to the union (patriotism is ridiculed) and the rise of railroad 'robber barons' and other tycoons was occurring (money is the only object attended to), squatters were gobbling up land (integrity and ability are of little consequence), there was a lot of confusion following the Civil War (state of anarchy and confusion) so it was a possibility of reverting back into another one.

    The post Civil war would be a good guess, but I'm thinking, too obvious. I'm not sure who, sounds like maybe Franklin or Robert Morris, but I'm guessing that statement came from the period during the Articles of Confederation. 1785?

    A couple of folks were very close, if not bang on. It was written in 1787 to John Adams as he was preparing to make his way back to America from his ambassadorship to the Court of St James to take part in the about to be established constitutional government.

    Funny how that could be so easily said of many times in history.
