As my college professor would say- "THINK, people!"

What is the definition of "public sector"?

Government can only create "jobs" at taxpayer expense. They CANNOT create jobs or industries that actually produce something, UNLESS they take over private industry. It's the nature of the beast.

I think you are splitting hairs to reach your point. I could just as easily say that private industry does not create jobs, customers do.

I suppose you could make that point. However-

Name ONE industry that was spawned by government without private enterprise being involved- I mean- one industry that actually produces something of value, not a product of convenience (tax services, for example). Lobbying Congress doesn't count. The Defense industry doesn't count- most of if not all of those related businesses existed to serve private industry before the government jumped in.

Poor nations are poor because the government does not provide stability and a workable system of laws. For example most poor nations do not register titles to property. There is no legal title to property, only traditional title.
