Years ago, the IRS (via laws of Congress) allowed anyone to deduct donations to a charity.

Now, you need to file schedule A - and that is only effective when you are dealing with hundreds of dollars

Wouldn't it be great if Congress allowed you to deduct - say up to 2% of earned income to charity?
