My son is married to a lass from Guam, though they're here in the mainland.
Guam is a US territory, not a US state, and as such you would think that mammoth projects like a transferring US base should generate jobs that would primarily benefit people in the territory they being Americans (natural born Guamanians are US citizens, though with no right to vote as I understand except if they're in the mainland, or Hawaii) but no, it won't.
I'm not very sure of the mechanics but I understand the jobs go to "imports" from other Asian countries.
But things may have changed for the brighter since I heard this from my daughter-in-law, hopefully.
