Last year former Speaker of the House Nancy Pelosi on C-Span explained what the wrap-up smear was that the GOP was doing. Trouble is that it sounds more like how the Dems operate 24/7:

Yeah, snopes is trying to backpedal it, but don’t be fooled. She didn’t outright admit (or deny!) that Dems use the tactic. But listen (or read the transcripts) carefully. Not only does she handle the lingo like a pro schemer-- “wrap-up smear,” “merchandise it,” “it’s a tactic”--she flubbed big time when she switched from ‘you’ and ‘they’ to ‘I’ and ‘we.’ Sorry, snopes, but as Pelosi said, “it’s self-evident,” and in more ways than one.
What is funnier still is that she is explaining it to reporters.

I am not sure what Pelosi is saying but I think that it is that you plant false stories in the media and then use the media reports as evidence that the target is dirty.
She is explaining a politic tactic involving bearing false witness, lying and gossip wherein she appears to be quite the authority of how it works down to the finest details. Hmmm....
