Risk management is becoming yet another tool of the dark side to beat those loving freedom into submission and subjugation.
If I drive my car, my exhaust pollutes the air. Thus to a "degree" I volatile the "right" of others to clean air. Now the risk of an adverse consequence is small, but how do we quantify risk and say this level or that level is acceptable, and therefore our right to clean air is not violated?

There is no limit on the use of "risk management" to coerce the governed into slavery to those advocating "central control."

Risk Assessment is used to protect the environment and citizens

it is also used to prioritize funds and the order of danger to humans and environment

Montana only has a population of 1 million
The largest county, Yellowstone, only has 170,000 population.
That is less than many cities.

If these kids want to complain, they should go to LA, NYC, Dallas, ect.

I remember when Rush Limbuagh stated that an oil spill was like 5 drops of oil
in a typical tub for a bath
