When Should a Missionary Flee?

Interesting story -
When I was in Wildflecken, my unit gave me a special duty of NEO- "Non-combant Evacuation Order"
My job was to assist civilians in evacuating due to potential combat and or natural disasters
This would be for all DOD Civilians as well non-DOD American Civilians.
Well, I told our pastor about NEO - and that he should sign up (no charge involved) - he refused - he said God called him to Wildflecken and he was not going to leave.
