    1. Yes, I would dump the whole SPR on the market. This would have an immediate impact.

    2. Exploration won't help immediately but it will in 10-15 years.

    3. Yes, alternative fuels will help, again, in probably 10-15 years as infrastruture will have to be put in place and these new cars will have to be mass produced to sufficiently bring down the price where the the average person can afford them.
