Paul was not correct then in regards to justification.

Paul used Abraham as his example. Paul said that those who do not work but trust in the God who justifies the ungodly, is declared righteous.

    Romans 4

I do not believe in "decisional" regeneration. In fact, I teach against decisions. If regeneration happened prior to justification, then God would not justify the ungodly, but the righteous.

You must have some revised version of the KJV I haven't seen yet. I looked the KJV, NKJV, the Greek, and I even used a magnifying glass on the text , and I still can't find the part about the entire population of the earth. All I see there is "whosoever believeth", meaning those who believe.

Whosoever believeth from all who hear out of all that have the ability to hear which is the entire population of the world. Of course, because certain groups do not believe strongly in evangelism because they believe they are the elect, there will be those who are in the whole population of the world who will not hear because no messenger came to them with the Word of God.

You cannot take a verse like Romans 8:8 and isolate it and say it teaches that man cannot do anything, because God wills it so. Of course, in the 'flesh' no one can please God. That is why the Holy Spirit convicts and convinces sinners to repent and turn from their sins. If God never took a proactive stance on behalf of the sinner none would ever turn to Him. [John 16:8] 'When He is come, {Holy Spirit} He will reprove the world of sin, and of righteousness, and of {coming} judgment.' Please, try to believe the 'whole counsel of God.'

Personal salvation is only by the human agent's faith. [Romans 5:1] Salvation is by grace alone. [Ephesians 2:8} Salvation is totally apart from any human work. [Ephesians 2:9]

God speaking through the Apostle Paul strongly affirms 'salvation by faith alone.' If God autocratically infuses regeneration in the sinner the converted saint then would have to claim that it was God's faith and not the human agent's belief.

Use the context to interpret John 3:16. Who is the "whosoever"? See vss. 6-7. Those who are born of the Spirit.
