Since spent fuel's potential energy remains at 95% after the first cycle, and only moderate degradation each cycle thereafter, and since the NRC just changed their policies on reusing fuel, most American plants can operate (albeit at lower capacity) with the SAME fuel for nearly their entire license period, using their on site storage.
