The Bible is both complete and sufficient.
However, the Bible is a living book. Preaching may be considered prophetic inasmuch as it is 'speaking forth' the word of God and it is by no means impossible that God may give someone a new understanding of a piece of Scripture. However, any such new interpretation must be tested rigorously by other Scriptures, and if it does not harmonize, it must be rejected. that is my understanding of 1 Thessalonians 5:19-22.
