    I thought OPEC made the choice about how much to pump for all the involved countries. Can SA decide to produce more oil without going thru OPEC?

    It is quite common for OPEC members to cheat on their quotas. There is no real enforcement mechanism to keep the members in line. They have to do so voluntarily or be jawboned into doing so.
