As part of the debt ceiling deal last August Congress voted to assemble a Debt Reduction Supercommittee that would find $1.2 Trillion in spending cuts. If the committee failed to find the cuts then automatic across-the-board cuts would occur. Well it's be 3 whole months and apparently some members of Congress don't like the bill they passed in August. As talks sputtered, one panel member publicly lamented that the process was not working, and the group was chastised by a bipartisan group of budget experts at a public hearing for failing to show progress.
