    The use of war as an instrument of foreign policy was renounced, under the Kellogg-Briand Pact, signed initially by 15 countries, including Germany, Italy and Japan in 1928.

    Ask the innocents in Ethiopia, Manchuria or Poland what they think of such agreements among "gentlemen".

    If I were in Bosnia, Afghanistan or Israel, I'd be real hesitant to jump on a "peace" bandwagon.
