We'll never know about that, but what we do know is that to fight the war on drugs, government has gotten alot bigger, more expensive, more corrupt, and more powerful, Still, on any day I or any other individual could go out and drown ourselves in drugs if that's what we chose to do.

The only thing that's really happened that I can see is that government, as always has benefitted from a problem more than it has helped solve the problem.
