    I don't even want to discuss all the pork and back room deals made to get this highly unpopular bill to pass the house. You are correct when you say this piece of legislation is an example of how a good idea can be subdued in so much crap that no one knows the real intent of the legislation. This is why I find it ironic the bill is titled, "American Jobs Creation Act Of 2004".

    Talk about an oxymoron.

    1 SEC. 116. CERTAIN INCOME AND GAINS RELATING TO IN
    2 DUSTRIAL SOURCE CARBON DIOXIDE TREAT
    3 ED AS QUALIFYING INCOME FOR PUBLICLY
    4 TRADED PARTNERSHIPS.
    5 (a) IN GENERAL.—Subparagraph (E) of section
    6 7704(d)(1) (defining qualifying income) is amended by in
    7 serting ‘‘or industrial source carbon dioxide’’ after ‘‘tim
    8 ber)’’.
    9 (b) EFFECTIVE DATE.—The amendment made by
    10 this section shall take effect on the date of the enactment
    11 of this Act, in taxable years ending after such date.
    12 SEC. 117. CARBON AUDIT OF THE TAX CODE.
    13 (a) STUDY.—The Secretary of the Treasury shall
    14 enter into an agreement with the National Academy of
    15 Sciences to undertake a comprehensive review of the Inter
    16 nal Revenue Code of 1986 to identify the types of and
    17 specific tax provisions that have the largest effects on car
    18 bon and other greenhouse gas emissions and to estimate
    19 the magnitude of those effects.
    20 (b) REPORT.—Not later than 2 years after the date
    21 of enactment of this Act, the National Academy of
    22 Sciences shall submit to Congress a report containing the
    23 results of study authorized under this section.
    24 (c) AUTHORIZATION OF APPROPRIATIONS.—There is
    25 authorized to be appropriated to carry out this section
    26 $1,500,000 for the period of fiscal years 2009 and 2010.

    What does "industrial source carbon dioxide" and "carbon audits" have to do with "saving the economy"?

    Goldman Sachs is perhaps better known for
    its giving to conservation projects. Perhaps
    that’s because at the time Paulson, an avid
    birdwatcher, was the investment bank’s
    CEO, he was also chairman of The Nature
    Conservancy.

    Cashing in on Green

    In search of money-making ventures, former
    Goldman Sachs executives recently joined
    Generation Investment Management (GIM),
    a London-based “green” investment company
    founded by former Goldman Sachs executive
    David Blood and green guru Al Gore. GIM’s
    founding members include Mark Ferguson,
    former co-head of pan-European research at
    Goldman Sachs Asset Management , and Peter
    Harris, former head of Goldman Sachs Assets
    Management international operations.
    This year GIM formed a partnership with

    California venture capitalist fi rm
    that invests seed money into “green tech” startup
    companies. When the startups go public or
    are bought out by a larger corporation, GIM

    The biggest area of money making potential
    is carbon trading. In September 2006, Goldman
    Sachs paid $23 million to buy a 10%
    interest in the Chicago Climate Exchange, the
    only U.S. exchange that conducts trading in
    so-called carbon offsets.
    If an individual or
    business creates high levels of carbon emissions,
    it can buy these “offsets,” or credits, to
    fund renewable energy sources such as solar
    and wind power or to plant trees. According
    to its proponents, high energy users can
    consider themselves “carbon neutral” if they
    compensate for the amount of carbon dioxide
    they produce by funding eco-friendly projects
    to balance out their own emissions.

    Looks like he was called on the carpet at one of his events.

    Dragoon68 points a good picture of how well they have this down. They managed to load all that in a bill in less than a week. Imagine how they load a bill when they have time.

    McCain needs to know some pork barrel spending is unavoidable. They fund senior center, parks and playgrounds as well as funding the state to run programs so the feds won't have to. I agree, it would be nice if they put all those directly in a piece of legislation and voted them in but currently some pork is a necessary evil.

    Now, I don't believe we needed to fund DNA research of crabs but I guess we have to take the good with the bad and there is some student in some college in Alaska that will soon have a PHd in crabology....
