We hear a lot about a Sovereign God. What might God’s Sovereignty entail? Can or does sovereignty have limits?

The Sovereignty of God has to do with things outside His own Being or nature. Therefore it has nothing to do with that which violates His own Being or nature as He is immutable in nature. Hence, Sovereignty with limits is not sovereignty at all.

Basically Doc Walt is saying God is the first Cause. Thus anything after that requires soveriegnty.

HP: What is outside His Being or nature? If sovereignty lies outside 'His Being,' then it could be rightfully stated that He (His ‘Being,’ whatever that might be) is not sovereign. If not why not?

God's sovereignty entails anything that God wants it to entail. The other side of the coin is that God can choose to let things play out such as the story of Job.

God could also design a universe that could evolve biologically and to design a random factor into quantum mechanics.

The Sovereignty of God has to do with the created universe and what is in it to do with it as He wills with no one restricting what He can do with it:

Dan. 4:35 And all the inhabitants of the earth are reputed as nothing: and he doeth according to his will in the army of heaven, and among the inhabitants of the earth: and none can stay his hand, or say unto him, What doest thou?

Rom. 9:20 Nay but, O man, who art thou that repliest against God? Shall the thing formed say to him that formed it, Why hast thou made me thus?
21 Hath not the potter power over the clay, of the same lump to make one vessel unto honour, and another unto dishonour?
22 What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction:
23 And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory,
24 Even us, whom he hath called, not of the Jews only, but also of the Gentiles?

Eph. 1:11 In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:

However, since He is not a created Being but is eternal and immutable He cannot do anything that is opposed to His own nature. His will is not free to oppose His own nature or to change Himself as then he would cease to be the God of the Bible who is immutable - "I change not" - Mal. 3:6.

God is immutable. Therefore soveriegnty applies to everything else.

If I was God I could supply details. He did design a universe that can chug along without micromanagement and an evolving biosphere that seems to be sufficiently self-correcting to keep life going for several hundred million years.
