You have nothing to laugh about except your own perfidy.

Reimbursing hospitals for government mandated care of the uninsured and indigent is a far cry from what is going on now.

That same mandate forcing public and private medical institutions to care for those who can't or won't pay, is one of the main reasons the rest of us have to pay for it in increased medical fees and insurance premiums.

Once again government is not the solution, it is the problem.
