It's a guesstimate based on a survey of households - not actual numbers - and pretty much meaningless.

temporary seasonal jobs do not count because those people will work only a few weeks.

About as meaningful as, and as manipulated as BHO's IQ score. Actual percentage is probably closer to 13%-15% of all who CAN or SHOULD BE working. There will never be 100% employment because some people don't WANT TO work.

The 10.0% figure is seasonally adjusted.

If you go this page and check off the unemployment rate checkbox for seasonally adjusted and non-seasonally adjusted, you get the data from 1999-2009.

The non-seasonally adjusted rate is 9.4% which is lower. I'm not sure how that makes sense.

Here is the census.gov FAQ for seasonal adjustment. It doesn't really help me to understand these numbers.


Edit: I think I get it. The absolute rate is 9.4%. But if you take out the seasonal jobs, it would be 10%, which is lower than the seasonally adjusted peak in october at 10.2%.
