A Mormon is prohibited from being a Cub Scout Leader

I don't have any issue with a church taking a stand at all.
I do have a question about this though. Is it the church who has authority, or the boy scout organization? I know a lot of "packs" or whatever they are called meet in various places (churches, schools etc.) but who is actually in charge?

Hoping to answer Steven's question.
We were very active in scouts when the boys were in Elementary school. Ron was cub master and I was den leader.
We operated out of the school and there were two packs. Every child had to attend that school - unless there were extenuating circumstances. I'm trying to remember one but the best I can remember is that someone moved and came back for the pack meetings.
There could be other volunteers that worked with the boys, but most of us were parents or related scouts and when a kid aged out, the parents moved on.
I did a brief search and it seems the individual packs are in charge of themselves (and that was the way I remembered it), BUT they do have to do things officially following the boy scout regs. You couldn't say a boy was a wolf if he hadn't completed wolf level work, but I think at anytime if we'd had concerns over a leader or someone who wanted to be a leader, then we would have addressed it at the pack level.
Packs are part of area councils which are also self governed as I remember. There is a chain to move up.
I'm sure there are other packs that operate outside of churches that would welcome this man's leadership.

I do wish the church had asked questions first. They let these people be leaders without finding out what they believed or where or if they went to church apparently. Maybe they need some kind of form for leaders to fill out.
