I certainly agree that our government is extremely corrupt, but How would it benefit the government to use this as part of their fear program as you put it?

Obama could set up a mobile command center and have photos of himself taken looking very concerned.

Then he could give a speech saying that he is monitoring the situation every day and that it is his first priority.

Then when it proves to be a big nothing he can pat himself on the back for the great job that he did and tell us that if he had not acted that it would have been much worse.
