It depends on what the meaning of 'settled law' is

It became law without both houses ever voting on the same bill.
I'm trying to understand that comment, JK. I like Coulter, but she doesn't expand on that point, and as far as I know, since both houses of Congress were controlled by the Democrats, it would be pretty strange for them to vote on different versions. And why would no one point this out before now? Where was Coulter with this revelation four years ago?

The editorial piece is spot on, but that statement? Not so sure about it, particularly since she doesn't give any details about the reasoning behind the statement.

That why I had the question mark. I agree she is spot on but wanted some clarity myself.
