It's not that they aren't penalized for being wrong - it's that the penalty came from guessing wrong.
It's like this. You get 1 point for a correct multiple choice answer. You get 0 points for leaving it blank. For wrong answers - negative points were given.
They strongly encourage if you can rule out two of the answers - go ahead and guess between the remaining two and if you absolutely do not know an answer - leave it blank.
You will still only gain a score for correct answers. If you leave too many blank - your score will be low because you don't know your stuff. Just as when you guessed wrong - negative points lowered your score.
They just don't want anyone "guessing" through the test and getting a false high score just from the luck of the guess.

Among the questions:
I know college students who couldn't answer any of those. The fact that these things were expected to be known by eighth graders 102 years ago, and that they are not now known by many outside of Masters degree holders in each of those specialized fields, is truly frightening.

Math -- "Find the cost at 12-1/2 cents per sq. yd. of kalsomining [that's whitewash to us 21st century dwellers] 20 ft. long by 16 ft. wide by 9 ft. high, deducting 1 door 8 ft. by 4 ft. 6 in. and two windows 5 ft. by 3 ft. 6 in. each."
Grammar -- How many parts of speech are there. Define each.
Geography -- Through what waters would a ship pass in going from England to Manila through the Suez Canal.
Physiology -- How does the liver compare in size with the other glands of the human body? Where is it located? What does it secrete?
Civil Government -- Define the following forms of government: Democracy, Limited Monarchy, Absolute Monarchy, Republic. Give examples of each.
History -- By whom were the following settled? Georgia, Maryland, Massachusetts, Rhode Island, Florida.
